Public participation in the context of regional development planning

LTStraipsnyje analizuojama partnerystė, kaip pilnavertė visuomenės dalyvavimo darnaus regiono vystymosi kontekste pagrindo grandis. Straipsnio problema apibrėžiama tokiais klausimais: Kokią naudą suteikia visuomenės dalyvavimas regiono plėtotės planavimo procese? Kiek ryšių su visuomene palaikymas svarbus analizuojamame kontekste? Koks ryšys tarp visuomenės dalyvavimo ir darnaus regiono vystymosi principo? Straipsnio tikslas – aptarti visuomenės dalyvavimo įtaką, privalumus, problemas regiono plėtotės planavimo procese. Šiuo aspektu socialinė partnerystė vertinama ir aptariama kaip visuomenės bendradarbiavimas planuojant regiono ateitį, užtikrinant darnaus regiono vystymosi principus. Straipsnyje trumpai aptariami vykstantys ilgalaikėmis pasekmėmis pasižymintys politinių, socialinių, ekonominių transformacijų procesai, kurių pasėkoje tenka iš esmės pakeisti daugelį tradicinių požiūrių ne tik į konkrečius socialinius, ekonominius, technologinius reiškinius, bet ir į gyvenimo būdą apskritai. Akcentuojama tai, jog Lietuvos visuomenė neturi dalyvavimo valstybės/regiono valdyme patirties, tradicijų, todėl kol kas racionaliausias sprendimas įtraukiant visuomenę – vykdyti apklausas. Straipsnyje visuomenės dalyvavimas aptariamas regiono darnaus vystymosi kontekste, pateikiamas darnaus vystymosi modelis, taip pat pateikiami visuomenės dalyvavimo regiono plėtotės planavimo veikloje pasireiškimo lygiai. ENThe article analyses partnership as a full-fledged link of the public participation in the context of regional development planning. Problem of the article is defined by the following questions: What is the use of public participation in the process of regional development planning? To what extent is a relation with the public important in the analysed context? What is the link between the public participation and sustainable regional development? The article aims at discussing the impact, advantages and problems of public participation in the process of regional development planning. From this point of view, social partnership is assessed and discussed as a public cooperation in planning the region’s future and ensuring principles of sustainable regional development. The article briefly overviews the on-going processes of political, social and economic transformations having long-term outcomes that call for essential changes of many traditional approaches not only to specific social, economic and technological phenomena but also to the living in general. The article emphasises that Lithuanian public does not have experience and traditions of state/region management, therefore, so far the most rational decision related with the public involvement is conducting of surveys. The article discusses the public participation in the context of regional development planning, introduces a sustainable development model and presents levels of public participation in regional development planning.
