Summary / Abstract:

LTŠiame straipsnyje išryškinama diskriminacijos veiksnių ir socialinės aplinkos sąveika. Remiantis teorinėmis konstrukcijomis, ieškoma praktinių šio socialinio reiškinio sprendimo būdų. Aptariama valstybės institucinių administracinių mechanizmų veikla ir visuomeninių organizacijų galimybės bei vaidmuo, siekiant spartesnio ir efektyvesnio realaus lygiateisiškumo principų Lietuvoje įgyvendinimo. Atskleidžiama valstybės institucijų ir visuomeninio nevyriausybinio sektoriaus veiklos koordinavimo, bendradarbiavimo, diskriminacijos, kaip negatyvaus socialinio reiškinio, administravimo problematika. Remiantis atlikto tyrimo duomenimis, pristatoma išsamios moterų diskriminacijos veiksnių mažinimo, valstybės institucijų bei visuomeninių organizacijų administracinės veiklos pozicijos. Darbe numatytos galimos efektyvaus šio socialinio reiškinio (diskriminacijos veiksnių mažinimo) administravimo kryptys bei būtinos priemonės, kaip žmogiškų išteklių vadybos valstybės lygiu pokyčių galimybės. Konceptualizuojant teorines įžvalgas, autorės pristato naujus mąstymo postulatus (teorinius modelius): apibendrintų diskriminacijos veiksnių administravimo krypčių ir atitinkamų priemonių sąveikos modelį bei efektyvaus diskriminacijos raiškos administravimo mažinimo aspektu modelį. ENIn this article, interaction between the discrimination factors and social environment is spotlighted. Practical ways to deal with this social phenomenon are sought basing on theoretical constructions. Activities of institutional administrative mechanisms of the state and possibilities and the role of public organizations when striving for faster and more effective implementation of the equality principle in Lithuania are discussed. Problems, arising when coordinating and cooperating activities of state institutions and public non-governmental sector while dealing with discrimination as a negative social phenomenon are revealed. Object of this article – manifestation of discrimination on the aspect of state institutions and public organizations‘ activities. The distinguishable subject of analysis – manifestation of women’s discrimination on the aspect of state institutions and public organizations‘ activities. Objective of the article – to assess the manifestation of women’s discrimination on the aspect of state institutions and public organizations‘ activities. In order to achieve the objective, the following tasks were set: to highlight the factors of discrimination and interaction of social environment; to assess the activities of state institutions and public organizations on the aspect of women’s discrimination elimination; to present the research of possible women’s discrimination administration directions from public organizations’ point of view. In the article, results of the conducted research “Possible directions of women’s discrimination administration from public organizations’ point of view” are presented.For the research, public non-governmental organizations were selected because this institution is one of the most important prerequisites for sound management principles, healthy society and its development and plays an important role of controlling, observing and criticizing the government in every modern society. The research was carried out in April, 2006. When conducting the empirical research, qualitative method of research was chosen by applying a structurized interview. In this case, criteria-based non-probability target selection was chosen for sample determination. Ten representatives of Lithuanian public non-governmental organizations, directly related to identification of women’s problems and participation in their solution, as well as carrying out the functions of experts and partners of state institutions ascribed to civic society, that are the most capable of disclosing the problems reflected in the criteria ofresearch, were selected and surveyed. On the basis of the performed research data, full-scale positions in the administrative activities of state institutions and public organizations are presented for the purpose of reducing the factors pertaining to women’s discrimination. In the work, possible effective directions for dealing with this social phenomenon (reduction of discrimination factors) are foreseen as well as the necessary measures as possibilities for changes in human resource management on the state level. When conceptualizing theoretical insights, the authors presented new cogitative postulates (theoretical models): the general model of interaction between the directions for management of the discrimination factors and the appropriate measures as well as the model for effective reduction of discrimination manifestations through public administration.
