Išorinių elektros energijos gamybos kaštų integravimas

LTDarbo tikslas – remiantis teorine išorinių kaštų bei jų integravimo priemonių analize, sukurti išorinių kaštų integravimo metodiką ir ją pritaikyti Lietuvai, apskaičiuojant išorinius elektros energijos kaštus ir nustatant geriausius jų integravimo būdus. Pirmojoje disertacijos dalyje yra pateikiama išorinių poveikių problematika, nagrinėjama išorinių kaštų samprata, savybės, įvertinama darnaus vystymosi svarba išorinių kaštų integravimui energetikoje bei analizuojamos išorinių kaštų integravimo priemonės. Toliau disertacijoje yra konstruojamas išorinių kaštų įvertinimo teorinis modelis bei sukuriama išorinių kaštų integravimo priemonių parinkimo metodika pritaikyta Lietuvai. Išorinių kaštų integravimui yra būtinas jų monetarinis vertinimas, todėl atliekamas išorinių kaštų apskaičiavimas, pritaikant EcoSense metodiką Lietuvai, Latvijai ir Estijai. Trečiojoje disertacijos dalyje atliekami empiriniai tyrimai parenkant išorinių kaštų integravimo priemones Lietuvai. Atlikti tyrimai patvirtina, kad geriausiomis išorinių kaštų integravimo priemonėmis yra laikomos ekonominės priemonės, nors matoma tendencija, kad patraukliomis priemonėmis yra laikomos savanoriškų susitarimų priemonės. Įvertinus metodikos pagrindu atliktus tyrimus, formuojama išorinių kaštų integravimo strategija, numanant konkrečias priemones jų integravimui.

ENThe aim of the study is to, referring to the theoretic analysis of external costs and their integration measures, develop an external costs integration methodology and apply it to Lithuania when calculating external electricity costs and identifying the best integration methods. The first part of the thesis introduces the problems of external impacts, examines the concept of external costs and their features, provides an evaluation of the importance of harmonious development to integration of external costs in energetics and analyzes the measures for integration of external costs. Then the theoretic model of evaluation of external costs is constructed and the methodology for selection of the measures for integration of external costs for Lithuania is developed. In order to integrate external costs, they need to be monetary evaluated, therefore the external costs are calculated by applying the EcoSense methodology for Lithuania, Latvia and Estonia. The third part of the thesis provides the empirical studies by selecting the measures for integration of external costs for Lithuania. The performed surveys confirm that the economic measures are the best ones for integrating external costs, although there is a trend of considering the measures of voluntary agreements the most attractive ones. Upon evaluation of the studies, performed on the basis of the methodology the strategy for integration of external costs is formed by foreseeing specific integration measures.
