Karo padėties Lietuvos geležinkelių zonoje funkcionavimas 1919-1926 m.

LTLietuvoje 1919-1939 m. beveik be pertrūkio veikė karo padėtis, Karo padėties režimą, orientuojantis į tuometinės valstybės politinės konjunktūros pokyčius, galima skirstyti į du aiškius tarpsnius: pirmasis apima 3-ojo dešimtmečio pradžią-iki 1926 m. gruodžio 17 d. perversmo, kada vyravo demokratinis parlamentarizmas: antrasis - beveik visa Antano Smetonos autoritarinio valdymo periodą (1927-1939 m.). Straipsnyje pristatoma karo padėties geležinkelių zonoje palaikymo institucinė struktūra, analizuojama jos kaita, aptariami pagrindiniai karo padėties palaikymo praktikos bruožai, parodomas karo padėties naudojimas geležinkeliečių kontrolei ir kovai su antivalstybine veikla. Straipsnio chronologinės ribos – penkeri metai. Didžiausias dėmesys skiriamas archyvinių šaltinių tyrinėjimui. Karo padėtis Lietuvos geležinkelių zonoje oficialiai buvo sankcionuota 1919 m. lapkričio 25 d. ir truko iki 1926 m. liepos 2 d. Karo padėtį palaikė specialios karinės institucijos. Institucinė sąranga per pirmuosius penkerius metus kito. Vykdant reformas, siekta sutaupyti lėšų, padidinti sistemos efektyvumą, pašalinti išryškėjus stočių karo komendantūrų darbo trūkumus, kariškių santykių su civiline geležinkelių vadovybe problemas. Karo padėtį administravusių institucijų pagrindinė veikla - infrastruktūros apsauga bei instrukcijų nustatytos tvarkos palaikymas. ENIn 1919-1939 Lithuania almost continuously was under martial law, which, referring to the changes in the political conjuncture of the state, can be divided into two clear periods: the first covering the beginning of the twenties till the coup of 17 December, 1926, i. e. the period of domination of democratic parliamentarianism; the second covering almost the entire period of the authoritarian rule by Antanas Smetona (1927-1939). The article presents the institutional structure of keeping the martial law in railroad zones, analyzes its development, discuses the main traits of applying the martial law into practice, shows the use of the martial law for control of railroads and fighting the anti-state activities. The chronological limits of the article – five years. The biggest attention is dedicated to the studies of archive sources. The martial law in the railroad zone of Lithuania was officially sanctioned on 25 November, 1919 and lasted till 2 July, 1926. The martial law was kept by special military institutions. The institutional framework during the first five years was changing. When implementing the reforms, attempts were made to save funds, increase the efficiency of the system, eliminate the deficiencies of the activities of railroad stations’ military units and the problems of the relation between the military and the civil management of railroads. The main activities of the institutions, which administered the martial law were safeguarding the infrastructure and keeping the order, established by the authorities. The military administration of railroads took strict measures in order to suppress workers’ strikes, closed the trade union, fought the sabotage and, in cooperation with the Intelligence, actively fought the anti-state and criminal activities in the railroad zones.
