Summary / Abstract:

LTValstybės finansai – tai ekonominių piniginių santykių, atsirandančių valstybei sudarant, skirstant ir naudojant jai reikalingus piniginius išteklius, sistema. Išsivysčiusių valstybių finansų sistema apima valstybinius ir vietinius biudžetus, valstybės įmonių finansus ir vyriausybinius specialiuosius fondus. Valstybės finansų sistema parūpina lėšų didėjančioms valdymo, karinėms išlaidoms, taip pat socialinėms, kultūrinėms ir kt. išlaidoms, bei, žinoma, valstybės skoloms padengti. Kai valstybės išlaidos tampa didesnės nei pajamos, šį skirtumą valstybė būna priversta dažniausiai dengti skolintomis lėšomis. Dėl tokio skolinimosi atsiradę valstybės įsiskolinimai, ir kiti finansiniai įsipareigojimai valstybės vardu formuoja valstybės skolą. Straipsnyje pagrindinis dėmesys skiriamas priemonių kompleksui, sąlygojančiam valstybės skolinimosi poreikį, bei skolos optimalų ir efektyvų valdymą. Analizuojama valstybės skolos ir biudžeto deficito tarpusavio sąveika, bei matematinis modelis, kuriuo remiantis kiekviena šalis, taip pat ir Lietuva, gali prognozuoti skolinimosi poreikį neviršijant nustatyto (metų pradžioje patvirtinto) valstybės biudžeto deficito. ENA state’s finance is a system of economic monetary relations, which emerge when the state forms, distributes and uses its monetary resources. Finance systems of the developed states cover the state and local budgets, state enterprises’ finances and governments’ special funds. A state’s finance system provides funds for the increasing governance and military expenses, as well as for social, cultural and other expenses, and, certainly for covering the debts of the state. When a state’s expenses become larger than its income, the state is most frequently forced to cover the debt by borrowed funds. The debts of the state, which come into existence due to such borrowings and other financial liabilities on behalf of the state, form the debt of the state. The article dedicates the main attention to the complex of means, determining the need for borrowing of the state and the optimum and efficient management of the debt and analyzes the interrelation between the debt of the state and the budget deficit and the mathematical model, referring to which any state, including Lithuania, can forecast the need for borrowing without exceeding the established deficit of the state budget (confirmed at the end of the year).
