Šalies regionų konkurencingumo įvertinimas regionų konkurencingumo indeksu

LTRegionų konkurencingumo įvertinimas tampa vienu svarbiausiu strateginio planavimo etapu ir regionų bei visos šalies konkurencingumo didinimo prielaida. Disertacijoje analizuojamos kompleksinio šalies regionų konkurencingumo įvertinimo problemos. Moksliniame darbe išnagrinėti ir susisteminti įvairūs požiūriai į regionų konkurencingumo koncepciją, suformuota regiono ir regionų konkurencingumo samprata konkurencingumo vertinimo aspektu, išanalizuotas vertinimo indeksu tinkamumas kompleksinio konkurencingumo vertinimo problemai spręsti. Identifikuoti esminiai šalies regionų konkurencingumo veiksniai ir konkurencingumo vertinimo indeksu teoriniai bei metodologiniai aspektai. Remiantis atliktais tyrimais, suformuotas šalies regionų konkurencingumo įvertinimo regionų konkurencingumo indeksu modelis, leidžiantis pagal išskirtus konkurencingumo veiksnius apskaičiuoti regionų konkurencingumo indeksą (RKI) ir įvertinti konkurencinę poziciją kitų šalies regionų atžvilgiu. Šio modelio tinkamumas patikrintas empiriniu tyrimu, susidedančiu iš ekspertinio vertinimo ir eksperimento, Lietuvos apskričių pavyzdžiu. Empirinio tyrimo rezultatai įrodė regiono konkurencinės pozicijos ir konkurencingumo veiksnių nustatymo svarbą efektyvių konkuravimo strategijų formavimo ir konkurencingumo didinimo procese bei patvirtino RKI, kaip tinkamą regionų ekonominės-socialinės analizės ir strateginio planavimo priemonę.

ENEvaluation of competitive abilities of regions becomes one of the most important phases of strategic planning and a prerequisite for development of competitive abilities of both regions and the entire country. The thesis analyses the problems of complex evaluation of competitive abilities of the country’s regions. The study examines and systematizes different views of the concept of competitive abilities of regions, formulates the concept in terms of evaluation of competitive abilities, analyzes the suitability of the evaluation indexes for the resolution of the problem of complex evaluation of competitive abilities, identifies the factors, essential in terms of competitive abilities of the country’s regions and the theoretical and methodological aspects for competitive ability evaluation indexes. Referring to the performed studies, the model of indexes to be used for calculation of the index of competitive abilities of the country’s regions according to the given competitive ability factors and evaluation of the competitive status with regard to other regions of the country was formulated. The suitability of the model has been tested empirically. The empirical test consisted of the expertise and the experiment employing the example of Lithuania’s regions. The results of the empirical study evidenced the competitive positions of the region and the importance of the identification of the competitive abilities factors within the process of formation of efficient competitive strategies and improvement of competitive abilities and approved the regions competitive ability index as an appropriate measure for regions’ economical-social analysis and strategic planning.
