Summary / Abstract:

LTAntrojo pasaulinio karo išvakarėse, nepaisant komplikuotos geopolitinės situacijos bei nepalankių didžiosios politikos tendencijų, Baltijos valstybės vis dėlto matė tam tikras savo užsienio politikos alternatyvas. Posūkis į neutralitetą ir buvo viena tokia alternatyva. Kitos tuomet Kaune, Rygoje ir Taline diskutuotos alternatyvos - trijų Baltijos šalių karinės sąjungos idėja bei neutraliteto politikos sustiprinimas tarptautinėmis garantijomis - liko neišnaudotos. Trijų Baltijos valstybių užsienio politikos alternatyvas karo išvakarėse labiausiai gniuždė skirtingas jų politinis mąstymas, pilietinių-demokratinių institutų nepakankamumas, dažnai skirtingi interesai ir geopolitinė orientacija; palyginti menka savitarpio politinę-ekonominė ir kultūrinė integracija; konkurencija, perauganti j tarpusavio nepasitikėjimą; nepakankamos politinės sąsajos su demokratinėmis Vakarų valstybėmis ir iš to išplaukusi pastarųjų gana pasyvi laikysena šių Baltijos regiono atžvilgiu. Antra vertus, Baltijos valstybių politiką bei jos alternatyvas Antrojo pasaulinio karo išvakarėse determinavo Europos didžiųjų demokratinių jėgų nesėkmingos pastangos ir būdai spręsti krizę, pažaboti potencialius agresorius bei pacifikuoti Europą. Taigi nerealizuotos Baltijos valstybių politinės alternatyvos Antrojo pasaulinio karo išvakarėse liudija ne tik imanentišką šių šalių užsienio politikos negalią, bet tam tikra prasme papildo ir praplečia Europos didžiųjų demokratijų vykdytos didžiosios politikos nesėkmę. ENOn the eve of the WWII, despite the complicated geopolitical situation and unfavourable trends of the big politics, the Baltic States nevertheless saw certain alternatives of their foreign policy, such as a turn to neutrality. Other alternatives, discussed in Kaunas, Riga and Tallinn, i. e. the idea of military union of the three Baltic States and strengthening of the neutral politics by international guarantees, remained unused. The alternatives of foreign policies of the three Baltic States on the eve of the war were mostly frustrated by the different political thinking of the three states, insufficiency of the civil-democratic institutes, the different interests and geopolitical orientation, relatively low mutual political-economic and cultural integration and the competition, growing into mutual mistrust, as well as the insufficient political relations with the democratic Western countries and the latter’s passive position with regard to the Baltic region. On the other hand, the policies of the Baltic States and their alternatives, on the eve of the WWII, were determined by the unsuccessful attempts and ways for resolution of the crisis, curbing the potential aggressors and pacification of Europe, employed by European great democratic powers. Therefore the non-implemented political alternatives of the Baltic States on the eve of the WWII evidence both the immanent dysfunction of the foreign policy of the states and, in a sense, supplement and extend the failure of the big politics, executed by European great democratic powers.
