Summary / Abstract:

LTŠiame straipsnyje analizuojamas pastebimai intensyvėjantis, bet vis dar neefektyvus parlamentinės kontrolės procesas Lietuvoje. Tyrimas grindžiamas politikos moksluose populiarios, tačiau Lietuvoje rečiau taikomos "šeimininko - samdinio" teorijos (angl. principal - agent theory) nuostatomis. Analizuojant parlamentinės kontrolės būklę, remiamasi minėtos teorijos metodologiniais instrumentais, leidžiančiais suformuluoti ir įrodinėti šiuos teiginius: pirma, parlamentinės kontrolės įgyvendinimas grindžiamas supaprastinta šio proceso samprata; tai skatina ribotų, t.y. informacinių parlamentinės kontrolės priemonių taikymą politinėje praktikoje; antra, šalies politinėje praktikoje konjunktūriškai interpretuojamas valdžios šakų padalijimas bei valdžios galių delegavimas (institucinių įgaliojimų paskirstymas); tai lemia esminių valdžios delegavimo ir atsiskaitomybės principų kvestionavimą; trečia, parlamento ir vyriausybės santykiuose stinga institucinio (tarpfunkcinio) bendradarbiavimo tradicijų, o politinių partijų valdymo potencialas yra menkas; tai sąlygoja parlamentinės kontrolės fragmentiškumą (nesistemiškumą) ir neigiamai įtakoja parlamentinės kontrolės proceso funkcinį vientisumą. Straipsnyje pagrindinis dėmesys skiriamas teoriniams (metodologiniams) instrumentams, padėsiantiems skaitytojui, pirmiausia, politikos mokslų studentui, geriau pažinti parlamentinės kontrolės subjektus, šį procesą įtakojančius veiksnius, parlamentinės kontrolės efektyvumą užtikrinančias sąlygas bei kliūtis. ENThe article analyzes the intensifying, but still inefficient process of parliamentary control in Lithuania. The study is based by the provisions of the principal – agent theory, popular in the political sciences but rarely applied in Lithuania. When analyzing the state of parliamentary control, the methodological instruments of the aforementioned theory, allowing for formulation and substantiation of the following statements were referred to: first, implementation of parliamentary control is based on a simplified concept of the process, which encourages the application of limited, i. e. informational tools of parliamentary control in the political practice; second, the distribution of branches of power and delegation of powers (distribution of institutional authorizations) is interpreted in the conjuncture related way in the political practice of the country, which results in the questioning of the essential principles of delegation of power and accountability; third, the relations between the parliament and the government lack the traditions of institutional (interfunctional) cooperation and the potential of management of political parties is insignificant, which results in the patchiness (lack of system) of the parliamentary control and has a negative influence on the functional integrity of the process of parliamentary control. The main attention in the article is dedicated to the theoretical (methodological) instruments, which will help the reader, first of all, the student of political sciences, to get a better understanding of the subject of parliamentary control, the factors, influencing the process, the conditions, ensuring the efficiency of and obstacles to parliamentary control.
