LTŽemaičiai, nuo Mindaugo laikų kartkartėmis atidavinėjami Livonijos, Vokiečių ordinams, pamažu virto aiškiai apibrėžtu politiniu dariniu. Tačiau žemių herbų kūrimosi laikotarpiu, neturėdami savų kunigaikščių (jiems paprastai atstovavo Kęstutaičiai), savos heraldikos nesukūrė. 1390 m., kai Žemaitijos kilmingieji sudarė sutartį su Vokiečių ordinu dėl prekybos, prašė „savo karalių Vytautą" prikabinti antspaudą, nes jie patys antspaudų neturį. ENSamogitia, having found itself in the hands of the Livonian and Teutonic Orders now and again from the times of Grand Duke Mindaugas, gradually became a clearly defined political unit. However, when territorial coats of arms began appearing, Samogitia did not create its own heraldry, as it had no dukes of its own (usually being represented by members of the Kęstutaitis dynasty). In 1390, when Samogitian nobles concluded a trade treaty with the Teutonic Order, they asked "their king Vytautas" to attach his seal to it as they did not have one of their own. [p. 204].
