Instrukcijos miestų deputatams į LDK miestų apygardų suvažiavimus 1791 m

LTŠios instrukcijos atspindi Ketverių metų seimo reformų eigą ir miesto gyventojų - miestiečių reakciją į permainas valstybėje. Lietuvos istoriografijoje ši problema susilaukė per mažai dėmesio. Vincas Kryževičius paskelbė Kauno apygardos instrukciją atstovui į seimą, savo darbuose rėmėsi miestelių instrukcijų teiginiais bei pageidavimais1. Zigmantas Kiaupa savo darbuose gvildena Šiaulių, Telšių ir kitų Žemaitijos kunigaikštystės miestų ir miestelių reikalus, savivaldų ir deputatų rinkimus bei jų dalyvavimą Kauno apygardos suvažiavimuose2, tačiau neišlikusios šių miestų instrukcijos neleido pažvelgti į instrukcijų problematiką. Edmundas Rimša monografijoje, skirtoje LDK miestų antspaudams3, rėmėsi Vilniaus apygardos miestų instrukcijomis, nustatydamas savivaldų kūrimosi laiką, naujai išrinktų magistratų pareigūnus, tačiau temos specifiškumas neleido išsamiau susikoncentruoti ties instrukcijų tekstais. Lenkijos istorikė Kristina Zienkowska lig šiol bene labiausiai domėjosi šia problema. [p. 113].

ENOn 18 April 1791 reforms of towns, including the new administration reforms, were started to be carried out in the Polish-Lithuanian State in accordance with the Law on Towns. The towns of the Grand Duchy of Lithuania were attributed to seven (later to eight) districts that were ruled by large towns (with respect to the size of Lithuanian towns) that were called district towns (Vilnius, Grodno, Kaunas, Minsk and others). Such towns organised elections to local-governments in small towns, which earlier were given privileges or were administrative centres and established courts of appeals, as well as elected representatives of districts to the Diet. The elections to local-governments of Lithuanian towns started on 1 August. Following the elections the magistracies and communities of small towns gave instructions to their deputies to district towns, they presented requests and demands of their town communities to the representatives of districts who, in their turn, had to submit them to the King, the Government or the Diet. Today only nine of the above mentioned instructions of small towns are known. The instructions contained requests of the inhabitants of the towns to provide assistance in fight against elders, to change the taxation system etc. Instructions of small town of Merkinė (Merecz) are presented at the end of the article.
