LTŽemės ūkio reforma Lietuvoje keičia žemės ūkio įmonių nuosavybės formas, ūkio ir kapitalo struktūrą. Besikeičiant ekonomikos sistemai, iš esmės pasikeitė ir investicijų politika. Valstybė investuoja į tas ekonomikos sritis, kurios kuria palankią aplinką privačiam verslui plėtoti. Investuojant, tiek skolintojas, tiek kreditorius privalo iš anksto žinoti, kiek pelno duos įdėtas kapitalas, kokios skolos grąžinimo galimybės ir garantijos. Savo ruožtu investicijų projektas laikomas svarbiausiu dokumentu sudarant ilgalaikių paskolų sutartis su šalies ir užsienio bankais. Darbo tikslas - išnagrinėti žemės ūkio investicijų projektavimo ir įvertinimo metodikas pereinamuoju į rinką laikotarpiu, pateikti praktinių pasiūlymų žemės ūkio įmonių nuosavo ir skolinti kapitalo investicijų efektyvumui nustatyti. Tyrimo objektas - žemės ūkio investicijų projektavimas ir diegimas. Darbe išnagrinėti investicijų projektavimo ypatumai ir finansavimo galimybės, atsižvelgiant į žemės ūkio specifiką. Pateikta palyginamosios finansinės analizės rodiklių sistema žemės ūkio investicijų efektyvumui vertinti. Pateiktos patobulintos stambių ir nedidelių žemės ūkio investicijų projektų efektyvumo įvertinimo metodikos. Darbe pateikta investicijų projektų ir jų efektyvumo vertinimo metodika taikoma Valstybės investicijų programos projektams vertinti. Šiais metodais projektai vertinami suteikiant valstybės paramą ūkininkams ir žemės ūkio įmonėms iš Kaimo rėmimo fondo. Metodika atitinka Pasaulio banko ir kitų užsienio bei šalies bankų reikalavimus. Darbe išdėstyta metodine medžiaga gali pasinaudoti žemės ūkio ekonomikos dalykų dėstytojai, konsultacinių tarnybų darbuotojai.

ENAgricultural reform in Lithuania changes the property configurations of agricultural companies and the structure of capital. The modification of the economic system, has essentially changed investment policy. The state invests in those areas of the economy which create a favourable environment for the development of private business. Upon investment both the lender and the creditor must know in advance how much profit the capital invested will generate, and what the possibilities and guarantees of debt restitution are. In turn, the investment project is assumed to be the most important document for the conclusion of long-term loan contracts with the national and foreign banks. The purpose of this paper is to analyse the methodologies of agricultural investment planning and assessment during the period of transition to a market economy, and make practical suggestions for the assessment of the effectiveness of investment of agricultural companies’ capital both their own and borrowed. The object of the research is the planning and implementation of agricultural investments. The particularities of investment planning and possibilities of financing are analysed in the paper taking into consideration the specificities of agriculture. A system of comparative financial analysis indicators for the evaluation of the effectiveness of agricultural investments is provided. Improved methodologies for the evaluation of the effectiveness of large and small agricultural investment projects are set forth. A methodology of assessment of investment projects and their effectiveness applied to the projects of the State Investment Programme is provided in the paper. Using these methods projects provided with state support to farmers and agricultural companies from the Rural Support Fund are assessed.
