Tinklaveikos raiška vietos bendruomenėje : disertacija

LTDisertacijoje nagrinėjama tinklaveikos vietos bendruomenėje problematika vietos valdymo ir/ar valdžios aspektu. Darbe siekiama išanalizuoti vietos bendruomenės valdymo problemas tinklaveikos aspektu, derinant įvairius vietos politinių, ekonominių ir socialinių veikėjų interesus ir skatinant pilietines iniciatyvas bei atstovavimą interesams vietos lygmenyje. Šio darbo tikslas – identifikuoti tinklaveikos raišką vietos bendruomenėje vietos valdymo ir valdžios aspektu; tinklaveikos raišką pagrįsti sprendžiamos vietos problemos politinių, ekonominių ir socialinių veikėjų tinklo (problemos tinklo) tyrimo pavyzdžiu. Teorinėje dalyje analizuojamos posovietinių institucinių pokyčių, tinklaveikos, vietos valdymo, vietos bendruomenės sąvokos ir požiūriai, kurių sintezė atskleidžia tinklaveikos vietos bendruomenės valdyme daugiaprasmiškumą. Empirinio vietos bendruomenės problemos atvejo tyrimo rezultatai atskleidžia, kad tinklaveika vietos bendruomenėje suvokiama kaip heterogeniškas procesas, apimantis savitą valdymo ir/ar valdžios logiką skirtingai susijusiose vietos politinių sprendimų formulavimo ir priėmimo srityse. Tinklaveikos raiška vietos bendruomenėje analizuojama tokiais aspektais kaip tinklo dalyvių lyderystė, partnerystės ir bendradarbiavimo tarp tinklo veikėjų strategijos ir taktikos, viešojo intereso ir viešojo gėrio suvokimas, sprendimų priėmimo struktūra, taip pat akcentuojama pilietiškumo, dalyvavimo, pilietinių iniciatyvų problematika bei žiniasklaidos suvokimo tinklo formavimesi analizė. ENThe thesis deals with the problems of networking in a local community in terms of local management and/or governance. It is attempted to analyse the problems of management of a local community in terms of networking, while combining diverse interests of local political, economic and social players and promoting civil initiatives and representation of interests on the local level. The purpose of the thesis is to identify the expression of networking in a local community in terms of local management and governance; substantiate the expression of networking by sample survey of the network of political, economic and social players of the considered local problem (problem network). The theoretical part considers the concepts and approaches of post-soviet institutional changes, networking, local management, local community, the synthesis of which reveals multiple meanings in management of a local networking community. The results of the empirical survey of a case of the problem of a local community show that networking in a local community is perceived as a heterogeneous process including peculiar logics of management and/or governance in differently related spheres of formulation and adoption of local political decisions. The expression of networking in a local community is seen in such aspects as leadership of network participants, perception of strategy and tactics of partnership and cooperation among network players, of public interest and public good, the structure of decision-making; the thesis also emphasises the problems of public spirit, involvement, civic initiatives as well as provides an analysis of media awareness in formation of the network.
