Valstybės paramos įtaka ūkininkų ūkių konkurencingumui : disertacija

LTDarbo tikslas – suformuluoti teorinį finansinės paramos verslui efektyvumo vertinimo modelį (algoritmą) bei jo pagrindu sukurti finansinės paramos verslui vertinimo instrumentarijų ir, pritaikyti jį, vertinant finansinės paramos žemės ūkiui efektyvumą, Lietuvos ūkininkų ūkių konkurencingumo dinamiką. Disertacija sudaro trys dalys. Pirmojoje dalyje išnagrinėtos ekonomikos teorijų atstovų požiūris į valstybės valdžios paramą ir, remiantis šia analize, suformuluotas teorinis valstybės paramos verslui vertinimo modelis. Antrojoje dalyje išnagrinėtos Lietuvoje naudotos valstybės finansinės paramos verslui priemonės bei jų įsisavinimo lygis bei, remiantis šia analize ir teoriniu valstybės paramos verslui modeliu, parengtas finansinės paramos verslui vertinimo instrumentarijus. Trečiojoje dalyje pritaikytas valstybės finansinės paramos verslui vertinimo instrumentarijus, praktiškai įvertinant valstybės finansinės paramos įtaką Lietuvos ūkininkų ūkių konkurencingumo padidėjimui bei patikrintos iškeltos hipotezės. Remiantis iškeltomis ir pasitvirtinusiomis hipotezėmis, įvardinta efektyviausiai iš tirtų paramos formų (parama žinių sklaidai, gamybos subsidijų ir investicinės paramos) – parama žinių sklaidai. Taip pat aprašyti taikymo apribojimai bei numatytos tolimesnės instrumentarijaus plėtros kryptys. Remiantis atliktu tyrimu, pateikti pasiūlymai dėl paramos verslui plėtros Lietuvoje. [Iš leidinio]

ENThe purpose of the thesis is to formulate a theoretical model (algorithm) for assessment of efficiency of financial support to business, to develop on its basis instrumentation for assessment of financial support to business and apply it in assessment of efficiency of financial support to agriculture and the dynamics of competitiveness of the Lithuanian farms. The thesis is comprised of three parts. The thirst part looks into the approach of representative of economic theories to the support of the state authorities and, with reference to the analysis, formulates a theoretical model for assessment of the state support to business. The second part inquires into the measures of the state financial support to business used in Lithuania and the level of their assimilation and, on the basis of the analysis and the theoretical model of the state support to business, formulates instrumentation for assessment of financial support to business. The third part applies instrumentation for assessment of the state financial support to business in practical assessment of the impact of the state financial support on growth of competitiveness of the Lithuanian farms and verifies the posed hypothesis. On the basis of the posed and substantiated hypothesis, out of the surveyed forms of support the thesis names the most efficient one (support to diffusion of knowledge dissemination, production grants and investment), which is support to diffusion of knowledge. It also describes restrictions applied and plans for further directions of development of the instrumentation. With reference to the research carried out, recommendations are given with respect to development of support to business in Lithuania.
