Summary / Abstract:

LTTiriama Lietuvos Respublikos Seimo institucinė raida ir funkcionavimas 1990 – 2004 metais. Skirtingos parlamento kadencijos susidūrė su vis kitokiais iššūkiais ir uždaviniais, keitėsi parlamento ekonominė, socialinė ir politinė aplinka, neišvengiamai keitėsi ir pats parlamentas. Žvelgiant retrospektyviai, sunku nuginčyti, jog tokių parlamentų daugiau neturėsime, o pagrindą būtent taip tvirtinti suteikia esminių politinės sistemos pokyčių bei demokratizacijos konsolidacijos pabaiga. Šiame laikotarpyje parlamentas, galima sakyti, iš “nieko” tapo “kažkuo”. Tai ir patirtis, ir pamokos ateičiai, būtent tai – kaip keitėsi parlamento statusas ir funkcijos, kaip kito parlamento santykiai su kitomis institucijomis bei jo paties vidinė organizacija, su kokiomis problemomis parlamentas susidūrė savo kasdieninėje veikloje - ir siekiama išsiaiškinti. Kitaip tariant, analizuojamas parlamento institucijos “brendimo” procesas arba, prof. David Olson žodžiais tariant, kaip “parlamentas augo, stojosi ant kojų ir judėjo į priekį”. Analizuojama Lietuvos parlamento institucionalizacijos aplinka, parlamento frakcijų ir nuolatinių komitetų organizacija, teisėkūros procesą parlamente reglamentuojančios taisyklės bei kai kurios teisėkūros srityje priimtų sprendimų pasekmės.

ENThis work studies the institutional development and functioning of the Parliament of the Republic of Lithuania in 1990-2004. Different terms of the parliament faced different challenges and tasks; as the parliament’s economic, social and political environment changed, the parliament itself inevitably underwent changes. In retrospect, it is difficult to deny that there will not be such parliaments anymore in the future because the fundamental changes in the political system and the consolidation of democracy are now over. During that period, the parliament may be said to have become “something” out of “nothing”. This work attempts to examine the changes in the parliament’s status and functions, the parliament’s relations with other institutions, and the parliament’s own internal organisation, discuss the problems the parliament was facing in its daily activities, summarise these experiences and draw lessons for the future. In other words, this work analyzes the “growing up” process of the parliament as an institution or, in Prof David Olson’s words, how “the parliament grew up, got up on its feet and moved forward.” It analyses the environment of the Lithuanian parliament’s institutionalisation, the organisation of the parliament’s fractions and permanent committees, the rules regulating the legislative process in the parliament and some of the consequences of the decisions made in the area of legislation.
