ENUsing the interim data of a interview-based qualitative research, the article analyses the cooperation of Lithuanian municipalities in the provision of public services. There are no legal obstacles to horizontal or vertical cooperation between municipalities in Lithuania, thus its potential is largely dependent on the leadership and external drivers of the local municipalities. Notably, as a result of weak regional policy, the cooperation factor is utilised poorly and in a fragmented manner, i.e. depending on the type of the public services.
