Išorinių transporto išlaidų vertinimo tobulinimas Lietuvai integruojantis į Europos Sąjungą : disertacija

LTDisertacijoje nagrinėjama tema yra aktuali, kadangi viena iš pagrindinių problemų Lietuvos transporto sistemoje yra didėjantys eismo kamščiai, auganti oro tarša, didėjantys nelaimingų atsitikimų skaičius bei triukšmas. Disertacijos tikslas yra remiantis piko, socialinių ribinių išlaidų, aplinkosaugos kainodara bei naujausiais Vakarų Europos ir JAV mokslininkų darbais išanalizuoti ir patobulinti išorinių transporto išlaidų Lietuvoje įvertinimą ir pasiūlyti ekonominius metodus, leidžiančius integruoti išorines transporto išlaidas į vidines. Disertacijos darbo loginę struktūrą sudaro trys pagrindinės dalys: pirmojoje dalyje analizuojamos kainos, kainodaros, išorinių išlaidų sampratos bei jų ypatumai transporte, atliekama užsienio šalių mokslinės literatūros bei atskirų autorių indėlis nagrinėjant piko, aplinkosaugos bei socialinių ribinių išlaidų kainodara. antrojoje dalyje pasiūloma transporto paslaugų socialinių pasekmių ir aplinkosaugos pažeidimų vertinimo sistema, pateikiami ekonominės žalos vertinimo metodai išorinėms transporto išlaidoms įvertinti, pasiūlomos priemonės eismo kamščių, oro taršos, triukšmo nelaimingų atsitikimų išlaidoms mažinti. trečiojoje dalyje atliekamas daugiakriterinės kompleksinio proporcingumo išorinių išlaidų integravimo į pervežimo kainą valstybės ir vežėjo požiūriu kelių transporte tyrimas, pasiūlomas išorinių išlaidų vertinimo priemonės Lietuvoje pagal ES reikalavimus. ENThe topic analysed in this thesis is relevant as one of the major problems within the Lithuanian transport system is related to increasing transport congestion, air pollution, number of accidents, and noise. The aim of the thesis is to analyze and improve the assessment of external transportation costs in Lithuania on the basis of peak-hour, social marginal costs, and environmental protection price formation as well as the most up-to-date scientific works of the Western European and USA scientists as well as suggest economic methods that would allow integrating external transport costs into internal. The logical structure of the thesis is made out of three major parts: The first part analyses the concepts of price, price formation, external cost as well as their peculiarities in the area of transport, and reviews input of foreign literature and individual authors while investigating topics of rush-hour, environmental protection, and price formation pertaining to social marginal costs. The second part suggests the system for assessing social consequences of transportation services and measuring environmental protection violations, provides methods for assessing economic damages, and offers measures for decreasing costs pertaining to traffic congestions, air pollution, noise, and accidents. The third part provides a multi-criteria research regarding integration of external costs of complex proportionality into carriage price from the point of view of a carrier and the state, and suggested evaluation measures for external costs in Lithuania as per EU requirements.
