ENFreedom of expression is one of the most important human rights. As the Universal Declaration of Human Rights states ‘Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.’ 1270 In fact, freedom of expression is protected under the national and international laws in Lithuania. Although this right grants an ability to express one’s beliefs, opinions and ideas freely without unlawful censorship, it also conditions a duty to do it responsibly while also respecting other people’s rights. And in the age of globalisation and information technologies where the internet has enabled new models of interaction, effective and respectful implementation and protection of freedom of expression has certainly become quite a complex matter. Therefore, this report analyses the main questions concerning internet censorship from Lithuania’s legal system perspective.
