Anglies dioksido rinkos efektyvumą lemiantys veiksniai : disertacija

LTMokslinio darbo objektas – naujas, nuo 2005 metų Europos Sajungoje (ES) funkcionuojantis aplinkos apsaugos ekonominis instrumentas - ES prekybos apyvartiniais taršos leidimais (ATL) sistema. Darbe išanalizuota ir susisteminta ekonominių instrumentų aplinkosaugoje raida ekonomikos teorijoje, ekonominių instrumentų vertinimo kriterijai, prekybos apyvartiniais taršos leidimais teorija ir identifikuotos galimos įmonių pozicijos prekyboje ATL. Darbe išanalizuoti ir įvertinti 25-ių ES šalių narių Nacionalinių apyvartinių taršos leidimų paskirstymo planų 2005 – 2007 metams ekonominis ir aplinkosauginis efektyvumas ir ATL paskirstymo metodų poveikis. Remiantis analize ir Lietuvos įmonių, dalyvaujančių ES prekybos ATL sistemoje, ekspertų apklausos rezultatais, sukurta originali koncepcinė įmonės „anglies“ ir ATL valdymo schema ir matematinis įmonės kaštų optimizavimo, vykdant prekybą ATL, modelis. Darbe atlikta prekybos ATL sistemos efektyvumą lemiančių veiksnių analizė padės valstybinėms institucijoms, įgyvendinančioms šią sistemą, tiksliau tobulinti instrumentą, atsižvelgiant į iškeltus valstybės ir ES klimato kaitos politikos tikslus; įmonės, dalyvaujančios ES prekybos ATL sistemoje, galės pagilinti savo žinias apie sistemos kompleksiškumą ir sužinoti, į kokius svarbiausius veiksnius būtina atkreipti dėmesį įgyvendinant šį ekonominį instrumentą. ES prekybos ATL sistema laikoma pavyzdžiu kitų valstybių prekybos taršos leidimais sistemoms, todėl svarbu besiformuojančią ATL rinką ir besikuriančią prekybos ATL sistemą toliau tyrineti. ENThe object of the research is the system of the EU trading in negotiable pollution permits (NPP). The thesis analysed and structured the development of economic environmental instruments in theory of economics, the criteria of assessment of economic instruments, theory of trade in negotiable pollution permits and identified possible positions of enterprises in trade in NPP. Original concept scheme for management of enterprise “coal” and NPP and the mathematical model of optimisation of costs of an enterprise in trade in NPP were developed on the basis of the analysis and the survey results of experts of Lithuanian enterprises taking part in the EU system of the trade in NPP. The thesis contains the analysis of factors affecting efficiency of the system of trade in NPP, which will be helpful for the state institutions, implementing the system, to improve the instrument with greater precision, taking into account the set goals of the state and EU climate change policy; the enterprises involved in the EU system of trade in NPP, will be enabled to extend their knowledge about the complexity of the system and learn of the main factors which should be paid attention while implementing the economic instrument. The EU system of trade in NPP is considered the standard for the systems of trade in pollution permits of other states, therefore it is important to continue investigation into developing NPP market and forming system of trade in NPP.
