Policijos personalo rengimas transformacijų laikotarpiu : disertacija

LTPolicijos personalo rengimas politinių, istorinių, teisinių, administracinės kultūros veiksnių bei naujosios viešosios vadybos kontekste yra mažai nagrinėtas. Lietuvių ir užsienio šalių autorių tyrimai ir pastangos nedavė pakankamo atsakymo, koks turėtų būti policijos personalo rengimo modelis Lietuvoje ir kitose Rytų Centrinės Europos šalyse pereinamuoju transformacijų laikotarpiu, kokios gali būti policijos personalo kvalifikacijos ir kompetencijos. Darbo objektas – policijos personalo rengimas. Darbo tikslas – sukurti ir teoriškai pagrįsti bei empiriškai patikrinti policijos personalo rengimo modelį, geriausiai išreiškiantį Lietuvos politines, istorines ir administracinės kultūros realijas, tinkantį funkcionuoti Centrinės Rytų Europos sociokultūrinėje aplinkoje. Naudojant šį modelį nustatyta, kad Rytų Centrinėje Europos sociokultūrinėje erdvėje policijos personalo rengimą galima tik iš dalies adaptuoti prie šiandienos policijos veiklos tikslų ir uždavinių. Parengtas teoriškai argumentuotas ir empiriškai patikrintas policijos personalo rengimo modelis bei parengta kvalifikacijų sistema kriterijai, atsižvelgiant į Lietuvos policijos personalo rengimo organizacinę aplinką, policijos rengimo tipus, rengimo vidinę ir išorinę aplinką, ir leidžiantis nustatyti, kad policijos rengimas turi orientuotis tiek į tradicines policijos administravimo vertybes, tiek į policijos kaip paslaugos tendencijas viešajame sektoriuje. ENPersonnel preparation in the context of political, historical, legal, and administrative cultural factors as well as in the context of new public administration has little been analysed. Neither Lithuanian nor foreign authors were able to provide satisfactory answers to the following questions: what should be the model of police personnel preparation in Lithuania and other East-Central European countries during the period of transformations, what should be the qualifications and competencies of police personnel? The object of the work – police personnel preparation. The goal of the work is to develop a model of police personnel preparation that would best express Lithuania’s political, historical and administrative cultural reality and that would be suitable for the socio-cultural environment in Central Eastern Europe; to provide theoretical substantiation for the model and to perform its empirical test. This method helped establish that in the socio-cultural environment of East-Central Europe police personnel preparation could be adapted to today’s goals and aims only partially. The police personnel preparation model and qualifications criteria, that are theoretically substantiated and empirically tested, were prepared taking into account the organisational environment of police personnel preparation in Lithuania, types of police education, and both internal and external educational environment. The conclusion is that police preparation must be oriented at both traditional values of police administration and the police as a public sector service.
