Mokslo ir technologijų parkų plėtra: vadybos modeliai : disertacija

LTDisertacija yra pirmasis vadybinis tyrimas, skirtas mokslo ir technologijų parkų plėtrai, atsižvelgiant į esamas Lietuvos ekonomines aktualijas. Tyrimo objektas – mokslo ir technologijų parkų kaip inovacijų pažangą veikiančios organizacijos, jų raidos bei vadybos tobulinimo tarptautinė patirtis bei šios patirties taikymo galimybės Lietuvoje, atsižvelgiant į Europos Sąjungos plėtros tendencijas. Tyrimų tikslas – išryškinti tarptautinėje praktikoje susiklosčiusias mokslo ir technologijų parkų, kaip organizacijų, raidos tendencijas, įvertinti naujus poreikius šių organizacijų plėtrai ir veiklos modernizavimui bei numatyti galimybes vadybos tobulinimo priemonėmis efektyvinti mokslo ir technologijų parkų kūrimą, veiklą bei kryptingai spartinti tolimesnę jų plėtrą. Mokslo ir technologijų parkų bei analogiškų organizacijų tarptautinės ir Lietuvos evoliucijos tyrimų rezultatai leido apibendrinti svarbiausias mokslo ir technologijų parkų vystymo raidos užsienio šalyse ir nacionalines tendencijas. Remiantis tyrimo rezultatais, Lietuvoje itin aktualu plėtoti mokslo ir technologijų parkus. Vertinant mokslo ir technologijų parkų reikšmingumą skirtingo ekonominio lygio šalyse, išryškėjo šių struktūrų plėtros aspektai Lietuvoje. Disertacijoje pateikiama mokslo ir technologijų parkų bei jų valdymo tobulinimo perspektyvos – aktualių vadybos problemų nustatymas, mokslo ir technologijų parkų tinklo plėtojimo aktualumas. Kaip prioritetus nurodo rekomendacijas kaip tobulinti mokslo ir technologijų parkų valdymą, kaip valstybės valdymo priemonėmis skatinti mokslo ir technologijų parkų plėtrą.

ENThe dissertation is the first management research intended for the development of science and technology parks considering present Lithuanian economic topicalities. The object of the research – organizations that influence the progress of science and technology parks as innovations, international experience of their development and management improvement, and a possibility to apply this experience in Lithuania considering tendencies of European Union development. The aim of the research is to highlight the development tendencies of science and technology parks as organizations evolved in the international practice, to evaluate new demands for the development of these organizations and for the modernization of activities, and to predict the opportunities to make establishment and activity of science and technology parks more effective and to purposefully quicken their further development with the means of management development. The results of the researches in the international and Lithuanian evolution of science and technology parks and analogical organizations allowed generalizing the most important national and foreign tendencies in the development of science and technology parks. In conformity with the results of the research, it is very relevant to develop science and technology parks in Lithuania. The perspectives of science and technology parks and their management development are presented in the dissertation. Recommendations, how to improve the management of science and technology parks and how to encourage the development of science and technology parks with the means of state management are indicated as priorities.
